The consortium is governed by three (3) major structures namely: the General Assembly, the Council of Leaders and the Executive Committee.

The General Assembly serves as the highest governing and decision-making body while the Council of Leaders acts as the highest policy-making body. The executive Committee functions as executive and implementing body assisted by the Secretariat and the three Standing Committees.

In between the General Assembly, the Council of Leaders shall convene to address urgent organizational concern. On the other hand, the Executive Committee shall act on pressing matters affecting programs/services, in between the Council of Leaders regular meeting.
